If you're looking for affordable, cosmetic grade glitters, Glamour Doll Eyes is the place to get them. They have quite an array of them, all of which are shown here. They're gorgeous!
You can use them on the eyes, over shadow or eyeliner, in lipgloss, and even on the nails!
**Note...these swatches are packed onto a layer of cream concealer. To get them to stay on the eye area and be as "pigmented" as what I show here, you'll need to use a glitter adhesive. If you just want a touch of glitter, packing a little onto the eye area would work fine.

I personally like the one from Sally Beauty Supple. It's just called Sally Girl Glitter Gel Adhesive. It works great and is super cheap. Here's a post I did using it:
